Something has been quietly changing in American classrooms, and it’s worth paying attention to. Over the past two to three years, schools have been rethinking almost everything. How they teach reading. What role does technology play? Who gets to enroll, and under what conditions? The debates happening in school board meetings and university hallways right now will shape what American education looks like for the next decade.

Some of these changes are driven by research. Some by politics. Some by genuine gaps that nobody wants to admit have been sitting there for a while.

This piece pulls together what’s actually going on across curriculum design, AI adoption, technical training, international student enrollment, and campus diversity programs. These aren’t separate conversations.

They’re happening at the same time, inside the same institutions, and they’re pulling in different directions.

Who Decides What Gets Taught

For a long time, the federal government set a kind of floor for what American schools had to do. No Child Left Behind, Common Core, Race to the Top. There was always some Washington-level framework shaping what happened in local classrooms. That relationship is now being dismantled.

In early 2025, the Trump administration moved to significantly reduce the size and authority of the US Department of Education. Several programs were shifted over to the Department of Labor. An executive order called for giving curriculum control back to states and local districts. Courts are still sorting out what this means in practice, but the signal is clear. States are expected to lead.

That shift has produced some predictable results. States are heading in very different directions. Some are expanding STEM requirements and mandating that science and math instruction start earlier in K-12. Others are fighting over what counts as acceptable history curriculum. A Ballotpedia review of trends from 2022 to 2025 found that the biggest curriculum battles have centered on three areas: what subjects students should be taught at all, how schools respond to current events, and parental access to course materials.

What’s interesting is that despite all the political noise, states are still converging on a few shared priorities. Literacy in early grades. Math outcomes tied to economic mobility. College and career pathways that connect with actual employers. Phone restrictions in classrooms. These aren’t fringe concerns. They’re showing up in red states and blue states both, because the underlying problems they’re responding to don’t follow party lines.

What States Are Actually Doing in 2026

The education policy landscape in 2026 is busy. ExcelinEd, which tracks state-level education reform across the country, identified eight major trends shaping what lawmakers are prioritizing this year. A few of them stand out.

Math is getting serious attention for the first time in a while. Only 39% of fourth graders and 27% of eighth graders meet NAEP standards in math. Those numbers haven’t moved much in years, and states are finally responding with more than rhetoric. Alabama has been the clearest example, with its Numeracy Act pushing the state back to pre-pandemic proficiency levels. The approach involves early math screenings, required daily instructional time of at least 60 minutes, and guaranteed access to Algebra I by eighth grade for students who are ready. Indiana and Maryland have moved in similar directions.

Literacy policy has a similar story. Early reading gains in states that moved fast on phonics mandates have been real. Mississippi is probably the most cited example. But middle-grade reading has remained stagnant even where early grades improved. The 2026 focus is on building K-8 literacy systems that don’t abandon students after third grade. Virginia has extended literacy supports through eighth grade. Indiana and Alabama are integrating what researchers call Science of Reading materials across more classrooms.

College and career pathways are another area seeing genuine change. The concern here is straightforward. Too many students graduate high school without a clear sense of what comes next. States are responding by requiring Return on Investment analyses of college programs, meaning institutions have to show what graduates actually earn after completing a degree. Arkansas and Texas have already built ROI-driven funding formulas. Georgia introduced direct admission policies based on high school GPA and coursework rather than applications, and saw a 26% increase in technical college applications as a result.

Phone and screen-time policy has moved faster than almost anything else on this list. As of 2026, 32 states and Washington, D.C. require districts to limit cell phone use in some form. Twenty-two of those states have implemented bell-to-bell phone-free policies, meaning phones are put away from the start of the school day to the end. Early results from districts with these policies show improvement in student focus and social interaction. The public is largely on board: 73% of Americans support phone-free policies once they understand what they involve.

Teacher preparation is also getting a harder look. Several states are now requiring educator preparation programs to demonstrate that their graduates actually help students learn, not just that they completed coursework. Colorado introduced conditional approval for programs that don’t meet state standards. Iowa surveys both graduates and the schools that hire them to evaluate how well new teachers are prepared. Louisiana and Texas have tied teacher incentive programs to student outcomes in ways that are showing early results in retention.

School choice expansion continues as well. Universal Education Savings Accounts have now passed in twelve states, and 2026 will likely see efforts to modernize how those accounts work, remove spending caps, and strengthen accountability. Specialized charter schools, including healthcare-focused programs, are also growing, alongside microschool models that connect more directly to individual student needs.

Learning Outcomes and What the Numbers Show

All of this policy activity matters more when set against what the actual performance data shows. The 2024 Nation’s Report Card was not encouraging. Only 31% of fourth graders were reading at or above proficiency nationally. Math showed a similar picture, with fewer than a third of students at grade-level benchmarks. What makes those numbers harder to sit with is a parallel finding from parent surveys: the overwhelming majority of parents believe their children are performing at or above grade level. The gap between perception and reality is significant.

The reading reforms in states like Mississippi and Virginia have produced real gains at the early grades level. Phonics-based instruction, when implemented well and consistently, works. The research on that is fairly settled. The harder problem is middle school, where reading support has historically dropped off and where struggling readers often go unidentified for years.

Math is a tougher fix. The reforms happening now, early screenings, more instructional time, higher expectations for advanced coursework, are the right direction according to most researchers. But the results won’t show up in assessment data for three to five years. That’s a long lag for a political environment that moves quickly and wants visible results.

Teacher quality sits underneath all of this too. Research consistently shows that the single biggest in-school factor in student learning is teacher effectiveness, more than class size, more than technology, more than curriculum materials alone. States that are getting serious about educator preparation and retention are making a longer-term bet. The payoff is slower and harder to photograph than a new policy announcement, but the evidence behind it is strong.

What’s harder to capture in any of these numbers is what students actually need beyond test scores. Preparation for work. The ability to navigate complex information. Civic knowledge. These are outcomes that matter but don’t fit neatly into accountability frameworks. States focused tightly on reading and math scores aren’t necessarily wrong, the urgency there is real. But the narrowing of what counts as educational success has trade-offs that are worth naming honestly.

American education in 2026 is not in crisis in a simple, fixable way. The problems are layered. Some go back decades. Some are new. The policy responses happening at the state level right now are more serious and more evidence-based than they were five years ago, which is worth acknowledging. Whether the momentum holds, and whether the reforms actually reach students in classrooms rather than staying at the level of legislation, is the question that the next few years will answer.
